YES, you can create a company in France (and on any French territory), even if you are not a French national.
The conditions differ if you are an EU national, Swiss (see the exact list of countries here*) or with another nationality.
If you are an EU national or Swiss, you can create a company in France without residence or nationality constraints.
For other nationalities, the conditions are different if the president of the new company has his personal residence in France or not.
- If the president has his personal residence outside France, he CAN create a company in France WITHOUT PROVIDING ANY FURTHER DOCUMENT OR VISA.
- If the president has his personal residence in France, he must provide a valid residence permit authorizing him to work in France (note that a student residence permit is not sufficient).
Note however that the headquarters of the company must be located in France, using the services of a registered address for example or the residence of the president - if he has his personal residence in France.
